A CLASSIC STUDY OF ENGLAND AN ACCOUNT OF ENGLISH GOVERNMENT. A good example of this nice early edition, with new supplemented notes and preface biographical and critical. First written in French and published in Holland, this copy is addressed to the King in an enlarged edition May, 1784. John Louise de Lolme was born in Geneva in 1745 – 1807. Like many of our politians today he studied law. The English government, in particular, excited his curiosity. His first work in English appeared in 1772 entitled A Parallel between the English Constitution and the former Government of Sweden. Many were apprehensive that our constitution might be subverted like that of Sweden. After the French revolution his regard for social order and well-regulated liberty must be for the true honour of their country and the welfare and happiness of the people. In the editors notes, I quote: He could ably speculate on the different modes of government, develop the disguised views of princes and ministers, and detect the arts and intrigues of demagogues and pseudo-patriots. Book 1Chapters 1-14 Causes of the liberty of the English Nation. – Reasons of the difference between the Government of England and that of France. In England, the great Power of the Crown, under the first Norman Kings, created a Union between the Nobility and the People. Book 2 Chapters 1- 21The advantages of the English Government , and the rights and liberties of the people; and a confirmation, by reference to facts, of the principles stated in the work. For example chapter 12 Liberty of the Press, it is the opinion of individuals alone which constitutes the check of a censorial power, this power cannot produce its intended effect any farther than this public opinion is made known and declared.
